Licensing Procedures

Licensing of milk handling premises is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises to ensure compliance to milk quality and safety requirements. The various categories of licenses, which are designed for different processes along the value chain, are applied online.

Category Procedures
Primary producers, milk bars, cottage industries, mini dairies and milk dispensersIdentify a suitable premise to setup dairy business
Contact the nearest KDB office for preliminary inspection of premises (Where areas of non-compliances are identified, improvements should be undertaken)
Apply online for licensing and pay the requisite application fees
Inspection of premised is conducted. If successful, the client pays the requisite license fees
License is processed and issued for a period of one year
Start operations and pay monthly cess and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)
Processors and cooling plants (New projects) For new establishments in milk processing or cooling the following steps should be followed:
Ensure necessary legal approvals are obtained before construction or layout of equipment commences
An Assurance Letter is obtained from KDB. This is issued upon submission of copies of the design of the proposed plant and the necessary approvals (NEMA, County Government etc.)
·     Seek regular advisory services from KDB’s Compliance Officers as construction and equipment layout goes on
On completion, contact the nearest KDB office for a preliminary inspection of plant (Where areas of non-compliances are identified, improvements should be undertaken)
Apply online for licensing and pay the requisite application fees
Inspection of premised is conducted. If successful, the client pays the requisite license fees
License is processed and issued for a period of one year
Start operations and pay monthly cess and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)
*Assurance Letter is issued on APPLICATION to KDB in order to provide a framework for license issuance upon completion of project*
Processors and cooling plants (New projects) For operational establishments in milk processing or cooling, the following steps should be followed:
Contact the nearest KDB office for preliminary inspection of premises. This should be undertaken at least two months before expiry of current license. (Where areas of non-compliances are identified, improvements should be undertaken)
Apply online for licensing and pay the requisite application fees
Inspection of premised is conducted. If successful, the client pays the requisite license fees
License is processed and issued for a period of one year
Continue with operations and pay monthly cess and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)
Milk carriage permits Milk handlers who transport or convey raw milk from one point (source) to another (destination) are required to apply for a milk carriage permit from KDB. The procedure involves:?
Contacting the nearest KDB office to provide the relevant details and documentations
Making an online application and paying the requisite fees
Permits is processed and issued
Operating within the conditions of issuance of the permit (Non-compliance can lead to suspension of permit)
